The Ministry of Health (MOH) has tabled the Health Information Bill (HIB) to legislate the sharing of key health information across Singapore’s healthcare ecosystem to support better coordinated care.

• Data Contribution: Licensed healthcare providers will be required to contribute essential patient information — including allergies, vaccinations, diagnoses, medications, laboratory results, radiological images and discharge summaries — to the National Electronic Health Record (NEHR).
• Access Controls: NEHR access is permitted only for patient care purposes; use of health data for employment or insurance purposes is prohibited unless allowed under written law. Emergency access via a “break glass” feature remains available for urgent clinical needs.
• Patient Safeguards: Individuals can monitor who has accessed their records through the HealthHub app and place Access Restrictions. Even when restrictions are in place, key data such as allergy and vaccination information will remain visible to care providers to reduce clinical risk.
